SME Digital Transformation in Taiwan: Government Resources and Funding
A guide based on official sources to SMEA digital transformation coaching, AI adoption programmes, SBIR, the status of TCloud and staff training subsidies, plus how to prepare.

When an owner starts thinking about digital tools or AI, the first question is often: is there government funding? There is, but it is spread across several ministries and the programme names change from year to year. This article draws only on official websites of Taiwan's Ministry of Economic Affairs, Ministry of Digital Affairs and Ministry of Labor to map out where SMEs can look, and what to prepare before applying.
This information was compiled in October 2026. Eligibility, timelines and funding for each programme can change every year, so always check the latest announcement from the responsible agency. Rejoicing Fountain is not a registered vendor for any government programme; this is an information summary and does not represent any official position.
Know the agencies
Support for small and medium enterprises sits mainly with the MOEA's Small and Medium Enterprise and Startup Agency (SMEA). According to the agency's own history page, the former Small and Medium Enterprise Administration took its current name on 26 September 2023, so older documents that mention the "SME Administration" refer to the same body.
Alongside the SMEA, the Ministry of Digital Affairs' Administration for Digital Industries promotes the digital and cloud industries, and the Ministry of Labor's Workforce Development Agency subsidises in-service training. Each has a different focus: the SMEA on business coaching and R&D, the digital industries agency on the digital sector itself, and the Ministry of Labor on skills.
SMEA digital transformation support
The "Digital Transformation" section of the SMEA website lists several programmes, covering data analytics and new business models, AI adoption, wider everyday use of AI, and building digital capability in micro, small and medium businesses. Judging by the tags on each page, support mostly takes the form of advice, short diagnostics, project coaching and training, not necessarily cash grants.
SME Digital Transformation Programme
This programme centres on tiered digital courses and tool adoption: online and in-person classes, help matching suitable digital tools, and connections to sales channels. The listed audience is businesses that meet the SME definition or hold a tax registration and are keen on digital transformation and intend to adopt digital tools. It is run by the national small and medium enterprise association The page does not list any funding amount.
SME AI Innovation Application Coaching Programme
This one targets small and medium manufacturers and service firms with growth potential, offering in-depth AI coaching, a "larger firms help smaller ones" model to widen participation, and links to domestic and overseas partners. The listed contact is the Institute for Information Industry. Again, no funding amount is given; it suits businesses that want to go deeper with AI.
Annual AI adoption programme
On 4 February 2026 the MOEA announced the 2026 round of its programme to improve SMEs' smart operations, built on three measures: a structured diagnostic service that maps a business's operations and AI needs, industry AI training modules developed with trade associations, and AI adoption coaching in which SMEs submit proposals that are assessed against their industry's needs.
Note that this round closed at 5 p.m. on 10 March 2026. Programmes like this are usually re-announced each year, and their content and names may change. If you missed it, use the time to document your needs and watch for next year's call.
R&D funding: SBIR
If you plan to develop a new product, technology or service rather than adopt off-the-shelf tools, look at the SMEA's Small Business Innovation Research (SBIR) programme. According to the SBIR website, applicants must be legally registered SMEs in any industry, the project must be innovative, and applications are made online.
SBIR has three phases: preliminary research (Phase 1), R&D (Phase 2) and value-added application (Phase 2+). When we checked the site in October 2026, the caps listed for individual applications were NT$1.5 million over 6 months for Phase 1; NT$6 million for one year or NT$12 million for two years for Phase 2; and NT$6 million for one year for Phase 2+. The 2026 application guidelines are the authority on the details. Some cities and counties also run local SBIR schemes with their own rules.
The SBIR site also stresses that it has never engaged any consulting or agency firm to prepare proposals for a fee, that nobody can guarantee approval, and it offers a free helpline instead, so do not trust claims to the contrary.
Digital industries agency and TCloud
Under a programme to lead SME digital transformation, the Administration for Digital Industries built TCloud (臺灣雲市集), a one-stop portal combining trend guides, cloud tools, expert support and case studies. However, when we visited the TCloud site in October 2026, its home page said services were being adjusted because the programme had ended and policy had changed.
So if an article still promotes TCloud subsidies or credits, confirm on the official site whether anything is still open. Whether a new programme replaces it is for the Administration for Digital Industries to announce.
Training: Ministry of Labor resources
Digital transformation ultimately depends on people. The Workforce Development Agency offers training resources you can combine:
- Small Enterprise Workforce Enhancement Programme: helps small businesses build their people through advisory support and training, with course areas including IT and technical skills, marketing and customer service, and HR and finance. The regional branch page notes that the old rule ending eligibility after three years has been removed, so businesses can keep applying. Check the current year's notice for eligibility and costs.
- Industry Talent Investment Programme: a course subsidy for individual employees. According to the Taiwan Jobs training portal, most participants have 80% of training fees covered, rising to 100% for certain eligible groups, up to NT$100,000 per person over three years (checked October 2026). Staff can choose courses on digital tools themselves.
How to prepare
- Write a digital transformation plan: describe which processes take the most time, the problem you want to solve and how you will measure results. Even without a grant, this document makes it far easier to brief vendors.
- Get quotes from several vendors: compare scope, cost breakdown and ongoing maintenance, and keep written quotes and contracts.
- Be wary of guarantees: grants are reviewed by the agency, and nobody can guarantee approval. Be cautious with any vendor whose pitch is "guaranteed funding" or an upfront application fee.
- Keep complete records: invoices, contracts, meeting notes and before-and-after data all help with audits and project close-out.
- Ask the official contact: every programme page lists a phone number, and the implementing office is the most reliable source of answers.
FAQ
Can I still apply now?
It depends on the programme. This information was compiled in October 2026, and eligibility, timelines and funding can change every year, so always check the latest announcement from the responsible agency. For example, the 2026 smart-operations programme closed in March, while SBIR takes online applications on the schedule posted on its site.
Do I have to use a vendor from a government list?
Some programmes use a vetted or approved vendor mechanism and some do not, and the rules change from year to year, so read the current guidelines. Rejoicing Fountain is not a registered vendor for any programme, but we can help you clarify requirements and plan the system.
Is it worth doing without a grant?
A grant is a bonus, not the reason to start. Begin with the most labour-intensive process and weigh cost against benefit; if it makes sense without funding, it is a project worth pursuing, and a grant simply lets you do it more fully.
